Filing Complaints
The concerned doctor made up an excuse about other patients as well as hospital visitors complaining about the grim looking Thomas. They apparently reported to Steven that they felt very unsafe with him around. This was a risky move for the doctor, it could actually have implications for his job if he could not back this up with evidence.
