They Marked the Graves
The floral arrangements unmistakably marked graves. Either someone had to figure out which ones to bury and which ones to dig up, or both. These weren’t tombs; they were temporary storage, as shown by the steel containers with holes. The question is, why? For what purpose, exactly?
