Ramirez had at long last figured out the whole scheme. The suspect was arrested and admitted to everything. He had learned how to cleverly smuggle drugs from his associates at the cartel. He devised a scheme, along with his brother at the sewer department, to hide and smuggle drugs in the sewer system.
