Foresight is Everything
The firemen had no idea what sort of animal they were dealing with based on the creatures’ location. It was unlikely to be a house pet, since cats and dogs didn’t often give birth outside and wouldn’t go this far. In addition, the sight of their infants trapped in the sewage would have been a terrible sight for a domestic animal. They could even attempt to get aid from the local populace by just sticking around.
