Gerry was completely unaware of the existence of the law and she did not receive any communication prior to the court order regarding her grass. They admonished her for dodging the penalty the first time they contacted her and compelled her to show up in court.
They were completely aware of Gerry’s advanced age as well as her dire circumstances, however, that did not prevent them from threatening her with imprisonment.
