Evacuation Centers are relatively safe during times of emergency. They provide food, blankets and in some cases, medical care for evacuees. The only stipulation is that evacuees often have to find their way to these centers on their own, which can cause a lot of problems in highly flooded areas. But many people need to stay in these shelters instead of at home because they are guaranteed to have water, food and electricity.
