A parking penalty was the catalyst for everything. One early morning Baker was patrolling the Sequoyah area of Alexandria when he noticed something.
Someone had left their automobile parked in the center of the walkway, obstructing traffic. Unaware of what would happen next, he went on to pull out his notepad and place a ticket on the car’s shield.
