A virus
All sorts of special cleaning forces and a lot of police officers are around the building. Sandra comes closer and is led to the sewer below the building. The leading officer comes along and reveals the truth: a virus was released in the sewer, causing many rats to die. The smell was a result of all those poor deceased rats.
