Jimmy Carter and Leonid Brezhnev sign the SALT II Treaty
During a summit meeting in Vienna, Austria, back in 1979, President Jimmy Carter and Soviet leader Leonid Brezhnev sign the SALT-II agreement. The deal was intended to restrain the arms race in strategic ballistic missiles armed with nuclear weapons. Its legacy is still being debated to this day. Some scholars claim that the SALT-II treaty was one of the most controversial U.S.-Soviet agreements during the Cold War era. While it was signed by the two parties, the treaty never formally went into effect.
