It Connected KGB Outposts
Stalin reportedly ordered the Moscow Metro-2 to be built. It had four lines that connected a central nexus to various KGB outposts. These tunnels were said to be used by government officials at the time. But Stalin kept the true nature of these tunnels a secret. Today, that tradition continues.
