The cofferdam allowed them to redirect the water from the American Falls into the Horseshoe Falls. The Horseshoe Falls border either side of the Niagara Falls.

This diversion of water allowed the area to be cleared to drain and gave the engineers the opportunity to finally see what lay at the bottom of the American Falls.
